Colombian telecommunications regulator CRC will implement regulations that will require mobile operators to provide automatic national Roaming services. The new rule applies to all national mobile operators with their own network infrastructure and spectrum, but does not apply to MVNOs.
The ICT ministry Mintic also aims to include national Roaming obligations in the upcoming LTE spectrum auction; compel operators to share infrastructure with companies who want to provide telecoms services; and comply with government goals for internet penetration.
The new national Roaming regulation aims to reduce Claro’s market dominance, which accounted for 63% market share in 3Q12, according to Informa Telecoms & Media.
In its defense, Claro says automatic national Roaming would result in an increase in network traffic, which without a sufficient increase in spectrum could lead to network saturation, which would impact on service quality levels.
