Rostelecom and Tele2 Russia have entered into talks regarding the introduction of mutual Mobile Virtual Network Operator (MVNO) agreements in the near future. Rostelecom CEO Sergei Kalugin told the Prime business news agency: ‘We are trying to agree on the MVNO model with Tele2 Russia. It does make sense’. Kalugin indicated that Rostelecom hopes to provide 3G network access to Tele2 in exchange for permission to utilise the latter’s 2G GSM networks. Much to the chagrin of its former owners, Tele2 Group of Sweden, Tele2 Russia has been consistently denied both a 3G licence, and a concession covering capital Moscow by local regulatory authorities.
