FAS dropped charges For Russian MVNO «Скартела» / “Skartel” brand; Yota

The «ФАС» / Federal Anti-Monopoly Service (FAS) has terminated its proceedings against «Скартела» / “Skartel” brand; Yota as they have not found any violation of the law in the actions of the company.

«ФАС» / Federal Anti-Monopoly Service (FAS) initiated proceedings against «Скартела» / “Skartel” in March 2013 as “Rostelecom” operator accused of abuse of market power LTE and creating barriers to competition.

Last year, Alisher Usmanov and Sergey Adoniev established a Joint Venture for both «Мегафон» / “Megaphone” and «Скартела» / “Skartel” in a holding “Garsdale“.

FAS approved the merger with conditions that “Skartel” publish the conditions for access to its infrastructure and provide other MVNO operators the same rights to access the network.
